They weren't, and even if they were, you'd be looking at starting around '67 or '68. I found out quick that when people talk about the decade, they actually only mean the last few years. Which were also shit, but someone invented colorful clothes and there was some decent music.
Consider yourself introduced. And lucky not to have been landed with an inmate who likes going around stabbing people in between blowing things up. Some people have had unfortunate first rounds.
